Background

As part of Burwood’s reinvigoration of the community post lock down, Council is exploring options for events, activations and pop up experiences, throughout the LGA.

As a part of this work Council is seeking Expressions of Interest (EOI’s) from suitably qualified not-for-profit businesses who would like to join the Enfield community through the setup of a mobile coffee vendor at Henley Park (near the Enfield Aquatic Centre).

The scope of these works will involve the set up and operation of a pop-up mobile coffee vendor within the Park for an initial trial of 3 months commencing February 2023 with the view of an ongoing licence agreement after this time.


Applications are required to be submitted via the online form. Successful coffee vendor applications are based on a range of criteria presented to a selection panel for suitability.

About the Location

Enfield Aquatic Centre

The EAC is situated in picturesque Henley Park and has been serving the local community since 1933. It has a 50m outdoor pool, the newly developed indoor 25m pool water play area plus a babies’ and a toddlers pool. The outdoor 50 metre pool is the oldest freshwater pool in Sydney.

Henley Park

Henley Park is a large park bounded by Shelley, Portland and Mitchell Streets. The park can also be accessed from Ann, Short, Hunt and Baker Streets. Henley Park is a favourite location for a recreational spot among the locals. It has multiple sports fields, cricket nets, a 1.5km track that wraps around the entire park that's a popular spot for walking. The park has outdoor exercise equipment, barbecues, picnic shelters, drinking fountains, toilets, change rooms, a kiosk, an outdoor chess set, two sheltered playgrounds with a rubber soft fall surface, flying fox and a futsal field. The Park also features an obstacle course which incorporates a variety of physical challenges. The equipment is designed for climbing, balance and upper body strength.

Specifications

Through this EOI process you are invited to submit a proposal for a pop up mobile coffee vendor at Henley Park, fronting the Enfield Aquatic Centre at 8 Portland Street, Enfield. The vendor must operate on days and times made in agreement with Burwood Council.

The support offered by Council will include:

  • Advice on layout and community engagement
  • Local media advertising and promotion
  • Direct marketing to Council Databases
  • Feature on Council website
  • Promotion on Council’s social media
  • Directional signage placement in high traffic areas

NB – There will be no access to water on site, rubbish must be removed and no equipment may remain on site. Vendor must adhere to any NSW Public Health orders in force at the time of operation.

Assessment Criteria

Applications are evaluated against the following criteria:

  • The quality of the mobile coffee vendor concept
  • Value for money
  • The capacity of the business to develop and deliver a successful cafe
  • Demonstrated experience – Referees to be provided from at least 2 previous engagements
  • Demonstrated understanding of concept and site
  • Experience working with local government
  • Compliance with WHS legislation and safety standards
  • Full insurance coverage with $20 million Public & Products Liability and Workers Compensation Insurance policies in effect.
  • Must be a not-for-profit organisation


Applications should demonstrate that their activation:

  • Creates a unique and positive visitor-friendly experience
  • Contributes to the enhancement of local life within Burwood, complementing rather than competing with the business and residential communities
  • Provides an accessible and affordable experience
  • Connects with the community and fits within the amenity of the region
  • Will have minimal impact on Council resources
