On 10 December 2025 the Minister for Planning and Public Spaces launched the draft Sydney Plan, proposing new guidance for Greater Sydney’s growth over the next two decades. Once finalised, the Sydney Plan will replace the 2018 Greater Sydney Region Plan.

The draft plan was released alongside two other documents – a new Approach to Strategic Planning Discussion Paper and a Statewide Policy for Industrial Lands.

The Sydney Plan provides a blueprint for Sydney's growth to 6.5 million people, balancing the location and accessibility of housing, jobs and services throughout the region, fostering a more liveable and vibrant city.

Covering 33 local government areas, the Sydney Plan organises the population into a distributed network of 43 interconnected centres, anchored by the Sydney and Parramatta CBDs as well as the new Bradfield City Centre. The vision will guide the city’s growth of jobs and housing over the next two decades, by which time it is forecast to grow more than 23% to accommodate an extra 1.2 million people.

The State government is seeking feedback on the draft Sydney Plan until Friday 27 February 2026 and public comments can be made via the NSW government’s website.
