At its meeting on 28 October 2025, Council endorsed the preparation of a Planning Proposal to amend Clause 6.5 of the Burwood Local Environmental Plan (BLEP) 2012 by introducing requirements for design competitions, to elevate design excellence.
Council’s endorsement enables commencement of the formal drafting of the proposed BLEP 2012 amendments to introduce new design competition provisions for major developments over 55 metres (approximately 17 storeys).
Design competitions bring forward multiple design options prepared by different architectural teams, with an expert panel selecting the best outcome. This helps ensure new buildings not only meet planning standards but also enhance the local area through high-quality design, innovation and strong public benefit.
The Planning Proposal will be publicly exhibited in accordance with the Local Plan Making process and legislative requirements under the Environmental Planning and Assessment Act 1979.
This Planning Proposal reflects Council’s ongoing commitment to ensure new development contributes positively to Burwood’s character, liveability and quality of its urban environment.
Next Steps
Council is seeking initial feedback from the community on the draft amendments until from 21 November - 19 December 2025.
Any submissions received during this early engagement period will be considered as part of a Planning Proposal post-exhibition report, which will be presented to Council following the Department of Planning, Housing and Infrastructure (DPHI) Gateway Determination, consideration of the amendments by the Burwood Local Planning Panel, and completion of the formal post-Gateway exhibition period.
