Following the 26 August 2025 resolution, Council has endorsed draft updates to the Burwood Development Control Plan (DCP) to strengthen tree protection and management provisions for public exhibition. The proposed changes set out clearer rules on when a Development Application (DA) or tree permit is required, outline the criteria Council will use when assessing applications and improve the overall customer experience. Provisions are being updated to reference current legislative requirements, incorporate additional merit assessment considerations, strengthen character assessment criteria an introduce replacement ratios based on the extent of canopy cover loss.
Formal Adoption of DCP Amendment
Please be advised that on the 28 of October 2025, Council resolved to adopt the amendments to Section 6.1 (Preservation of Trees and Vegetation) and Part 3 (Development In Centres and Corridors) and Part 4 (Development in Residential Areas)of the Burwood Development Control Plan (DCP).
Section 6.1 (Preservation of Trees and Vegetation)
The proposed amendments aim to clarify provisions, reflect current legislation, and improve consistency with community expectations regarding tree removal and pruning. They also strengthen character assessment criteria and introduce replacement ratios of two or three trees for every one removed, depending on canopy loss. Accordingly, for any new development proposals where these development controls apply, the applicant must ensure that the development adequately addresses the requirements of the new controls.
