Community consultation activities for the Burwood North Precinct principles were scheduled to conclude on November 30th. Due to community interest Council has extended the consultation period until Friday 3 December.

Why Burwood North Precinct?
Burwood Council is currently busy developing a clear vision for a key urban renewal precinct known as Burwood North. The town centre transformation and expansion is being stimulated by the planned Burwood North Sydney Metro Station, which will play a key role in connecting the Burwood Town Centre to the global City of Sydney and Parramatta and their growing networks of Metro stations.
Burwood Town Centre is already home to a diverse and active community who values both the vibrancy of our town centres and the history of the area. The Metro Station can act as a catalyst further strengthening and transforming Burwood North into a vibrant destination with a unique offering of food and retail-entertainment options. This requires the delivery of a comprehensive LEP review with policies and initiatives to leverage continued economic growth and orderly redevelopment.
Burwood North is also a precinct identified in the Parramatta Road Corridor Urban Transformation Strategy (PRCUTS), which is a NSW Government strategy developed in consultation with Council that identifies ways to develop the precinct. With the advent of the Burwood North Sydney Metro Station, this plan requires further review to best capitalise on the benefits of the Metro station.
The
area known as the Burwood North Precinct is approximately 26 hectares bounded
by Meryla Street and Burwood Park to the south, Parramatta Road to the north,
Shaftesbury Road to the east and Park Road to the west.
Engagement Purpose and Aims
Burwood Council is commencing the process of consultation regarding the Burwood North Precinct, and we seek the input from community, stakeholders and organisations active within the Burwood LGA.
Engagement and community participation and input is necessary to ensure the community is informed and the Burwood North Precinct is planned collaboratively. This will allow the community to go on a journey with input and ideas from the stakeholders to decide how to solve challenges together.
This engagement plan has the following aims:
- To inform the local community and selected stakeholders
- To seek input and ideas from a range of stakeholders in a safe and efficient way under Covid 19 safety protocols
- To take everyone on a journey and benefit from the communities input at various stages of the process
- Encourage community buy-in and ownership
- Set expectations for stakeholders as to what is possible and what can be achieved within the precinct’s constraints
- Uncovering new ideas and expertise from stakeholders

What is a stakeholder?
A stakeholder is any person or group that has an interest in the study area and can either affect or be affected by the proposed changes to the precinct.
Information Sessions
A series of consultation events have been planned to inform stakeholders and community members of the proposed principles to guide the future desired character of the Burwood North Precinct. These will be run as online sessions where the Strategic Planning team will guide community members through a series of slides explaining the principles.
Community members and stakeholders are encouraged to participate and provide feedback online. The online sessions currently planned have a maximum of 20 attendees per session, so please make sure to register if you wish to participate at any of the following times.

Recording of Community Session 4 - 11 November 2021 - Stage 1 Consultation on Principles – Burwood North Precinct
During the information sessions a series of principles will be discussed followed by a brief question and answer session. After the presentation, participants will be guided to the 'Have Your Say' section below to provide their input into the preferred principles for the precinct. A brief explanation of the principles can be found below.
Precinct Principles
1: Relationship to Burwood Town Centre (BTC)
The
relationship of nearby centres can be primary to secondary such as the case of
a larger centre such as City of Sydney to a satellite or secondary node
such as Bondi Junction or North Sydney, which have their own transport station,
identity and character, and work almost independently from the main centre.
Other relationships exist where the primary centre is extensive and
absorbs other areas that are considered part or neighbourhoods of the main
centre such as the example of Pyrmont or Surry Hills in relation to the
City of Sydney. Should Burwood North be an independent centre or new node or be
an extension of the Burwood Town Centre?
2: Role of Burwood North metro station
The
metro station will connect Burwood to the greater Sydney region within a few
minutes i.e. approximately 6 mins to City of Sydney and 10 minutes to City of
Parramatta. This will be the an important mode of mass transit available to Burwood in addition to the Western Railway Line. Should the Metro Station become
the primary/most important mode of transportation in Burwood or should it be
secondary and linked to the Burwood Railway Station?
3: Height and density
The
advent of the Metro has been the catalyst for greater heights and densities in
other precincts where a station has been announced, for example, City of Sydney, Olympic
Park and Parramatta. Should the heights and densities around the Metro station
be taller or more dense than in the Burwood Town Centre or lower to maintain
the hierarchy of the existing town centre?
4: Built form
There
is an opportunity to create a very consistent character across the precinct with all buildings having the same or very similar heights or allow for a
variety of heights to provide landmarks at important corners and arrival points. Should
the heights be consistent across the precinct or allow for the creation of
markers or iconic buildings?
5: Desired future character and night time economy
Burwood North can be primarily a residential precinct or allow for a mix of business, retail and other uses to create a mixed use precinct.
6: Housing diversity and affordability
A diversity of housing can be introduced to Burwood North promoting housing affordability through a variety of mechanisms. What will be the preferred types of dwellings and what sectors of the community should be prioritised or benefited by affordable housing.
7: Connectivity and walkability
Pedestrian connectivity and walkability is promoted by providing safe and pleasant connections between key destinations. Should the pedestrian connections focus on the existing road network or should there be an additional network of laneways in Burwood North?
8: Public open space
Public open space is any space accessible to the public. It could be green open space, which includes parks, reserves and community gardens, or civic spaces such as public squares, plazas or courtyards. Should open spaces in Burwood North be concentrated in a single (larger) location or distributed around the precinct in the form of smaller parks and other public spaces.

Future consultation
Council will consider all of the input received during this first round of consultation. It will be used to inform options which will be presented to the community as part of a future consultation that will take place in the first half of 2022.
